Overview

Welcome to the Interstate Mercury Education and Reduction Clearinghouse (IMERC) Mercury-Added Product Reporting System. This e-filing System enables companies to comply with the Mercury-added Product Notification, Labeling, and Phase-out Exemption requirements of Connecticut, Louisiana, Maine, Massachusetts, New Hampshire, New York, Rhode Island, Vermont, and Washington.

All aspects of the Notification, Labeling, and Phase-out Exemption processes, including form and attachment submission and post submission communications are handled through the e-filing System. Users can get help through the “Need more help?” link located under the login fields, which provides a PDF document to assist users with navigating the online Notification process. If you need assistance during your submission, please review the help documentation before contacting the IMERC Coordinator.

IMERC is a program of the Northeast Waste Management Officials' Association (NEWMOA). NEWMOA's staff provides logistical, facilitation, and technical support for the activities of IMERC.

NEWMOA contracted with enfoTech & Consulting, Inc. to develop the IMERC Mercury-Added Product Reporting System using their GovOnline software platform. GovOnline is a web-based "Permits/Licenses" and "Online Services" management system, which allows public users to electronically report and agency officials to review and approve submissions online. More information about enfoTech and GovOnline are available by following the link in the footer below.

Member Account, Password and Security

The Mercury-Added Products Reporting System requires you to register for an account. You must complete the registration process by providing us with current, complete and accurate information as prompted by the applicable registration form. You also will be assigned a password and a user name. You are entirely responsible for maintaining the confidentiality of your password and account information. Furthermore, you are entirely responsible for any and all activities that occur under your account.

You agree to notify IMERC immediately of any unauthorized use of your account or any other breach of security. IMERC or its contractor enfoTech will not be liable for any loss that you may incur as a result of someone else using your password or account, either with or without your knowledge. However, you could be held liable for losses incurred by IMERC or enfoTech or another party due to someone else using your account or password. You may not use anyone else's account at any time, without the permission of the account holder.

Information Automatically Collected On The Site

This site automatically collects and stores some information during your visit. This site uses "cookies", but only when the "remember me" feature is used. The site also collects and stores indefinitely your Internet Protocol ("IP") address coupled with your username, as well as information about the date and time of your visit, whether a file you have requested exists, and how many "bytes" of information were transmitted to you over the Web from this site. We will not use your personally identifiable information with your IP address, unless there are reasonable grounds to believe that doing so would provide information that is relevant and material to a criminal investigation.

Information Voluntarily Provided By You

This site allows you to provide some personally identifiable information to IMERC through the Mercury-Added Product Reporting System. E-Filing requires you to provide some or all of the following personally identifiable information to IMERC:

  • City/Town
  • State/Province
  • Country
  • Telephone Number
  • Fax Number
  • E-mail address

If you file a Product Notification through the E-Filing System, IMERC will collect and store all that data, including any personal data reported in the submittal.

How We Use Your Personally Identifiable Information

IMERC will use your e-mail address to send you communications regarding a submittal, include you on a mailing list you subscribed to, and respond to an e-mail message you sent. When you submit information via the Mercury-Added Product Reporting System, we will use that information for the purpose stated on the Notification Form. IMERC will not sell any personally identifiable information collected through e-mail or online forms.

Security Of Your Personally Identifiable Information

You should be aware that this site does not encrypt communications through incoming e-mail, however this site DOES encrypt any online submittals. Therefore, you should not send information that you consider highly sensitive via e-mail except through the E-Filing System, which uses 128-bit encryption. IMERC uses software programs to monitor network traffic, to identify unauthorized attempts to upload or change information, or to otherwise cause damage. Except for authorized law enforcement investigations, no attempts are made to identify individual users or their usage habits.

Dissemination Of Your Personally Identifiable Information

The information that you voluntarily submit will be disclosed to NEWMOA employees, IMERC member-state employees, or officials with a "need to know" for purposes of fulfilling their job responsibilities. They will use this information to process your submittal, answer your questions, respond to any requests for assistance, and fulfill IMERC member-state legal obligations. In order to answer your questions or fulfill your requests for assistance, we may provide the information submitted by you to a specific person or to the government agency responsible for the matters referred to in your communication.

You should be aware that anytime you fill out a submittal, or submit personally identifiable information to us through an e-mail or a form, the dissemination of that information within or outside of IMERC is ultimately governed by the Public Records Laws of the IMERC-member States, the Fair Information Practices Acts of those member states, and other applicable laws and regulations. For example, as a general rule, personally identifiable information contained in a public record is subject to disclosure, upon request, under the public records laws. For this reason, part or all of the information you send to us may be provided to a member of the public in response to a public records request.

Your Access and Opportunity to Correct Personally Identifiable Information

You have the right to access and the opportunity to correct information that you submit to IMERC. The Public Records Laws and the Fair Information Practices Acts outline your rights to obtain information about you that is in our records. Password

When registering with the E-Filing System, you will be provided with a User ID and Password that will allow you to access the System. Once we provide you with a password, you are responsible for maintaining the confidentiality of the password. Please note that access to the System, irrespective of the issuance of the User ID and Password, may be terminated at our discretion at any time.

Changes To This Policy

We will post any changes to this policy on this Web page at least 30 days before they take effect. Any information we collect under the current privacy policy will remain subject to the terms of this policy. Any new information we collect under a changed policy will be subject to that new policy.

Definition of Terms

Cookies are files that a website can place on your computer. A cookie file contains unique information that a website can use to track such things as your password, lists of Web pages you have visited, and the date when you last looked at a specific Web page, or to identify your session at a particular website. The IP address disclosed to us may identify the computer from which you are accessing the Internet or a server owned by your Internet Service Provider. Because it is machine-specific, rather than person-specific, an IP address is not, in and of itself, personally identifiable information.

Personally Identifiable Information - We use the term "personally identifiable information" to mean any information that could reasonably be used to identify you, including your name, address, e-mail address, Social Security number, birth date, bank account information, credit card information, or any combination of information that could be used to identify you.
